I’m not sure wut the occasion is, but basically a black guy gets up in a couple of officers’ faces, gets arrested, the rest of the Blacks freak out, and are held off by some Black police officers. Apparently its a sin for Black police officers to deal professionally with other Blacks, and they start shouting "They yo own people, Nigga!" and "Vote Obama!"
